Land South-West of Godstone Station

Access & Highway Improvements

Vehicle access into the proposed development will be via a new signalised junction with the A22.  Footways will be provided on both sides of the access road and will link with the existing footway on the western side of the A22.

 

To support the new junction, we are proposing a number of improvements along this stretch of the A22:

  • We are proposing that the 30 mph speed limit on the A22 is relocated approximately 200 metres south of its current position just south of the rail bridge. The new location would be to the south of Lagham Park Farm and would be sited on the brow of a hill, thereby offering good visibility of the change in speed limit from 50mph to 30mph.
  • We are proposing to improve the footway between Lagham Park Farm and the railway bridge.  The existing footway would be widened to 2 metres.
  • The footway becomes very narrow – just 1 metre wide – as it passes under the railway bridge. We are therefore proposing to widen the footway from 1 metre to 1.8 metres, whilst retaining both the northbound and southbound lanes under the bridge.

At the time of the public consultation in April 2025, we were also proposing to reduce the width of the A22 to a single lane under the railway bridge.  This is no longer proposed, as the queuing that would have been caused by traffic lights and one-way working under the bridge was found to be substantial.

A number of respondents to the public consultation questioned why traffic lights were required at the proposed entrance / exit junction to the development.  Because the A22 is a busy road, it is necessary to create gaps in the flow of traffic for vehicles to move in and out of the development in a safe manner; traffic lights would obviously create these gaps by halting the flow of traffic on the A22.

Additionally, some respondents suggested that a roundabout would be more suitable for the proposed development entrance / exit than a junction with traffic lights.  The project team does not consider a roundabout to be the best approach in this instance because a roundabout would interfere with the flow of all traffic, whereas the traffic lights would likely be set to remain green except when there are vehicles present at the junction seeking to exit the site onto the A22.  Surrey County Council has indicated its approval of this approach as the local highway authority.

 

PEDESTRIAN, CYCLE & EMERGENCY VEHICLE ACCESS FROM TILBURSTOW HILL ROAD

A secondary access point for pedestrians and cyclists will also be provided in the north-western part of the site to / from Tilburstow Hill Road, enabling east-west movements by foot and by bike through the site connecting the station and the village to the residential areas along Terra Cotta Road and Lambs Business Park to the west of the site.  Access for emergency vehicles will be provided at this access through the use of removable bollards.

Some respondents to the public consultation suggested that at least one vehicle access to the proposed development should be provided on Tillburstow Hill Road, either in addition to or instead of the proposed junction on the A22.  Though an access will be provided on Tilburstow Hill Road suitable for emergency vehicles, we have decided not to propose a general vehicle access to / from Tilburstow Hill Road.  This option was explored by the project team; however, Surrey County Council has indicated it considers the road suitable for emergency access only.
